Ever increasing development of social communication and the extension of communication between social institutions and the necessity of determining special rules and regulations for current affairs and the regulation of such action and behaviors must be performed based on defined frameworks because the lack of or inefficiency of rules for issues of social, economic or governance domains and etc will be followed by harmful effects and challenges such as economic depression, political unstability, financial crises, civil rights wasting and threating social spiritual and material rights and finally compromising social security and order. One of these approaches about properties transparency and updating, available rules application to development, time exigencies, paying attention to economic and legal aims and results of the related transactions and properties registration, exploration of obstacles and some challenges in the registration of properties direction, is the creation of comperhensive property systems that it can be effective on social security and order establishment, the stabilization of persons ownership, the preservation of civil rights and finally stable and general development of the home and legal healthy in society . The ever increasing importance of immovable property and its induced added value, the people desire for its ownership, the certain society need to immovable property such as house and also property registration results on the society political, social and economic security, in the present world is clear for all of the people. All of the above mentioned are considered as powerful motivations to make inevitable a new view to properties registration rights and its results. So inspite of passing several decades of registration organization life in Iran country and the first law of properties and documents registeration we encounter a undesirable fact that legislation institution for registration issues cannot enjoy laws stability to provide and perform justice in society and we can not observe some challenges appearace in the section of properties by scrutinizing registration activities.
